Municipal Tax Parcels

I'm trying to view tax parcel data which I get from my local county website:
http://giswww.westchestergov.com/wcgis/MunTaxParcels.htm

The file extensions included with the downloads are: .prj .shp .sbx .shx .sbn .dbf

Can I use DIVA-GIS for this?
