DIVA-GIS

When I open "CHN_adm3.DBF" with either ArcGIS or Excel, I find unrecognized code in the following two columns: NL_NAME_3 and VARNAME_3. I am using Windowx XP and Microsoft Office in traditional Chinese.

If anybody have the same problem and you know how to solve it, please kindly tell me how you deal with it. It would save me a lot of time if this problem can be solved.
